Hmm, adding &uselang=qqx to the URL, the section shows uls-plang-title-languages so I assume it's UniversalLanguageSelector related.

Special:RecentChanges and other special pages are actually not supposed to be interlanguage links. Wikipedias in some languages do have interlanguage links on this page, but this is a hack, that can be achieved by writing a list of all the languages at MediaWiki:Recentchangestext. This can be done by a user with sysop or editinterface rights.
I see that interlanguage links were removed from this page in 2013, so it probably doesn't work since then.
You can do this hack yourself and restore a list of languages by editing that page, although I don't quite recommend it because it is not a proper MediaWiki software feature and it may be difficult to maintain. I can also add that perhaps it's time to consider again to make it possible to add interlanguage links to special pages using Wikidata sitelinks. Such a proposal failed in 2014, but it's been five years since then so maybe it's time to try again.
I have started a discussion in case the community wants to revive the interlanguage links. If they decide so, at least they know what to do now.
