Description

We need a quickie test site put up running FlaggedRevs extension. Cloning
en.labs data might be nice but not immediately required.

I believe the current test config plan looks like roughly:
http://en.wikipedia.org/wiki/Wikipedia:Flagged_protection_and_patrolled_revisions/Implementation#PHP_configuration

If necessary, set up the blank site now and we can push back the extension
deployment until we've got Aaron to double-check the config.

I have added the site to the database, as well as its basic settings in InitiliseSettings. It also has DNS, but is not displaying properly when navigating to the site.

As the path is set in InitiliseSettings, as well as a wildcard for *.labs.wikimedia.org in apache, I am not yet sure why the rest is not working, still looking into it.

We got this finished this morning... page imports running in background.
