Add legal language to wikilabels

Description

In consultation with Legal, we add verbiage (a) instructing users to provide a conflict of interest disclosure on their user page if appropriate, and (b) asking users to refrain from providing labels for edits where the nature of the edit might pose a potential conflict of interest (this is probably rare, but noteworthy).

Are there any general policies that we can link to? If not, we'll need to have them created. For the UI, we can only really afford a sentence or with links out to documentation. Documentation will need to be multilingual.

On May 22nd, @DFoy said he'd set up a meeting with legal, but they were very busy at the time. I think we are still waiting on that.

Still waiting on some direction here. Should this still be considered high priority?

Here's the language I got from the legal folks:

Wiki Label Terms of Use

Users are prohibited from engaging in deceptive activities, including misrepresentation of affiliation, impersonation, and fraud. As part of these obligations, you must disclose your employer, client, and/or corporate affiliation with respect to any contribution for which you receive, or expect to receive, compensation. In such instances, you must:

Disclose your corporate affiliation on your User Page;

Submit your own work (i.e. do not use bots or Mechanical Turk to outsource Wiki Labels); and

Do not vandalize Wiki Labels.

Applicable law, or community and Foundation policies and guidelines, such as those addressing conflicts of interest, may further limit paid contributions or require more detailed disclosure.

We reserve the right to exercise our enforcement discretion with respect to the above terms.
