mw2199 unreachable after reboot

Description

mw2199 didn't come back up after a reboot. I'm not getting a serial console and when trying a powercycle it tells me that the RAC can't communicate with the BMC. Could you have a look, please?

@MoritzMuehlenhoff drained the power from the server and did a firmware upgrade as well. Tested the power cycle command all work great. Server is back up.
