A username on Special:ContentTranslation page is not a link. To get to Special:Homepage a user should click on User link.

1. In Preferences enable "Display newcomer homepage" and

"Default to newcomer homepage from username link in personal tools". Also, enable Content translation beta feature.

2. Now you can click on a user name and be referred to Special:Homepage

3. Go to Special:ContentTranslation page - the username is not a link anymore. To get to Special:Homepage you need to click on User link
