Allow maintainers to provide project + language specific instructions

Description

Currently it is possible to provide translation instructions about a project on the Project page on Translatewiki.net, but there are instances when we want to provide instructions for a specific language under a project, for example regarding what tense to use.

Recently a request was raised on Translatewiki.net,

For the iNaturalist website, cgalindo has worked hard to standardize the language and verb tenses used for es-mx which is used on the official Mexican portal to iNaturalist, Naturalist.mx. However, approximately once a month, a well-intentioned translator comes along and tries to change everything to a different tense.

Is there a place to leave clear, general instructions for a particular language (such as a preference for the imperative)? Thank you for any advice you can provide for this.

It would be then useful to have this information listed under translation aids, when translating to that specific language under the project.
