I think Auth → Customize Messages → Login Screen Instructions should now let you configure this. I expect this approach should prove more stable than the older approaches.

Uh, lovely! Thanks, didn't know! Added https://phabricator.wikimedia.org/auth/message/1/ so this is fixed.
