Add Federal-State Cooperative System ID (FSCS ID) to libraries in the US. The property for the ID is P6618. The data set at https://data.imls.gov/Public-Libraries-Survey/Public-Libraries-Survey-2016-Main-Libraries-Branch/7phu-k3r5 will be used as a source.

I have now applied FSCS IDs to some libraries.
There were a lot of cases where OpenRefine picked the wrong library when reconciling by name. I tried to disambiguate by including other columns, which worked fine to limit the libraries to within the US. There were however still problems with libraries of the same name within the US that I couldn't work out. I believe that this was due to statements for located in the administrative territorial entity (P131) could specify different types of values, cities, counties, states etc. I couldn't get OpenRefine to pick the correct one even though there were columns for these in the data set.
Instead, I ended up using coordinates which worked well, but weren't specified for many of the libraries on Wikidata. This meant that in the end FSCS IDs were only added to 66 libraries. There were also some cases of libraries getting the same id. There seem to be some version of the FSCS ID where the outlets (~building as I understand it) are differentiated by adding a suffix. This seems to be given as LIBRARY ID in some cases, but in others, this was some other kind of id.
