Once T224141 is done, we need to add functionality to add additional campaign config using the query string.

Again (see T244141), the obvious thing to do is merge data from the query string (e.g. &MediaInfoProperties=P12|P18) into the $wgMediaInfoProperties global variable

Acceptance criteria:

• can enter property ids into campaign query string, and have a section with the property id set appear in UW so the user can add their own value
