Help panel: display on non-existent deleted pages in reading modes

Description

This is just an idea.

An article written by an inexperienced editor is often deleted. Maybe we can offer the users a way to get helped by displaying the help pane on pages that were deleted in reading mode? Or maybe on all non-existent pages? https://cs.wikipedia.org/w/index.php?title=Horst_admin is one example

This type of page is reached when user tries to edit a create-protected page.

Thanks, @Urbanecm (and thanks, @kostajh -- if you hadn't pinged me, I wouldn't have seen this).

I think this is a good idea. We've actually also been considering just showing the help panel on all pages. We'll remember this option as we address this issue of additional help panel exposure.
