I can't find the task number at the moment, but I believe a different request to activate Flow was recently declined due to the early stage outcome of the Talk_Page_Consultation, and the decision to shift direction to enhancements for existing talk pages instead of Flow. Assuming new deployments have indeed been suspended, I think an appropriate update should be made at MediaWiki:Request_Structured_Discussions_on_a_page.
If any new deployments are to be considered, there should be a clear indication that the community members forming that consensus were aware of the Talk_Page_Consultation and that there have been major rollbacks of Flow. It seems unwise to deploy Flow based on a consensus of three right now, especially if those individuals were unaware that the project has a very questionable future.
Due to the upcoming improvements on talk pages (see Talk pages consultation 2019), no more deployment of Structured Discussions will be performed. We are also not removing Structured Discussions from any wikis. No new features are planned for Structured Discussions at this time. Maintenance will continue for the foreseeable future.
