Description

Hello, I think that I should have received Echo on wiki and email notifications for this diff, but I did not receive an on wiki notification or an email. https://outreach.wikimedia.org/w/index.php?title=User_talk:BRPever&type=revision&diff=196456&oldid=195130&diffmode=source. My user preferences appear to be set correctly, and I am receiving notifications when diffs are made on my ENWP talk page. Perhaps there is a bug that caused the notifications from Outreach not to be triggered on wiki and in email.
