Our mirror from kiwix is no longer being updated; we are seeing failures on all rsyncs.

rsync: failed to connect to download.kiwix.org (195.154.156.115): Connection refused (111)
rsync error: error in socket IO (code 10) at clientserver.c(128) [Receiver=3.1.1]
