Discrepancy in percentage count of unmodified content between error and warning reports

  1. Start translating "Cadena de Prensa del Movimiento" from es to en.
  2. Change the publish destination to personal draft and use "Copy original content" option to translate the first paragraph.
  3. The warning about 100% unmodified content will be displayed.
  4. Delete the last word of the translated paragraph and click Publish. The error message and the warning will show different percentage of unmodified text. So far, I saw only a small discrepancy in one percent, but even that might be a decisive factor for not allowing to publish. For example, in the example, the publishing won't be allowed since the error is 100%, but 99% of unmodified text seems to be acceptable for publishing.

There are indeed some differences in how MT percentages are calculated for whole translation (when checking whether to prevent user from publishing) and on paragraph level.

If this gets prioritized, I could work on making these two MT calculation methods aligned.
The percentage for whole translation and MT usage displayed in progress bar are already in sync since T222892.
