Explore new informational UI elements to explain SDC functionalities

This is a parent, general ticket for exploration of how we might accomplish this.

User story: As an experienced Commonist, I want some help learning about the new SDC features, so that I can contribute without too much of a learning curve.

We have this:
Current SDC features are fairly well hidden from the uninitiated, or easy to skip. Most experienced Commonist who do not yet have an interest in the new features would need at least a little familiarity with Wikidata before they can get into the more complex workflows. While there are community resources like pages for Depicts and the new Help:Copyrights page on Wikidata, besides the "learn more" link on Statement panels, there's not much in-place informational UI.

We want this:

Add some additional in-place UI targeted towards users who are Commons vets but might need a little help with the Wikidata/Wikibase concepts.

We could do this with one or more of the following:

  1. A bunch of "?" buttons, strategically placed within/around the statement panels to explain what various things do
  2. A new modal or slide out or accordion or something that appears on first attempt at editing SD. We already have a bunch of popups that appear on first edit (IP warning if you're logged out, CC notice), so a popup might not be the answer but everything's on the table at this phase.
  3. Guide users towards the new machine-aided depicts/statement special page instead. We could possibly do this via a banner on the SD tab that links to that tool. The plan has always been for that special page or whatever it is to be more user-friendly and be devoid of all the stuff we have to do for advanced users. It's currently planned only for depicts, but we might also need to explore using it for statements beyond depicts (location, for instance) and maybe even qualifiers.
