Cite Journal PMC identifier producing incorrect URL resulting in 404

I am editing an article (preprint) for WikiJMed - the WikiJournal of Medicine (Wikiversity) titled, Dyslexia. I discovered that references containing a journal citation with a PMC identifier (PubMed Central) are creating an inaccurate URL.

For a detailed description, please see the question I posted at Colloquium (Wikiversity). I have not received any responses, which is one reason I decided to ask the experts. :o)

Briefly, the correct URL for links to PubMed Central articles is:

https://www.ncbi.nlm.nih.gov/pmc/articles/PMC1234567/

However, the cite journal template, used on Wikiversity only (as best I can tell, e.g., this problem does not occur on the English Wikipedia), uses this URL:

http://www.pubmedcentral.gov/articlerender.fcgi?tool=pmcentrez&artid=1234567

Which might have been the accurate URL at one time, but the National Library of Medicine has not used "pubmedcentral.gov since 2006.

I conducted a search on Phabricator for this problem. I found one possibly related issue, which was reopened three days ago: T157152

I wondered if the preprint status of the article I am reviewing might be a factor, but I checked a published WikiJMed article, Western African Ebola virus epidemic and the same problem exists with PMC links.

[note_1] The domain name "pubmedcentral.gov" was established in 2001, used until 2006, and then had a permanent redirect to the correct URL until April 2016 (at least that is the last entry on archive.org). It is no longer being redirected.

[note_2] The WikiJournal of Medicine is an open access, free-to-publish Wikipedia-integrated journal devoted to medicine and biomedicine. It is part of the larger WikiJournal publishing group. Its function is to put articles through academic peer review for stable, citable versions, whose content can potentially benefit Wikipedia and other Wikimedia projects.

Could you please provide a clear list of steps to reproduce the problem, so someone else can reproduce the problem without the need for interpreting what to do? Also, which editor is used? Thanks!

This is not a problem with the software. You need to fix Template:Citation/core. You should probably leave a note on the talk page there.
