Update bot user check in mediawiki-user-history-checker to use historical bot values

Description

Currently false alarms occur as we are using latest-bot info, leading to some events being removed: when a user changes from bot to non-bot, all its events are non-bots as well.
Using historical bot-information should make the metric stable.
