Thanks for filing this request in advance, however the following isn't very useful:

Public IP: will be added immediately before the event

Are you able to get it anytime before, because otherwise it's depending on someone being available so close to the event to make sure they can make/merge/deploy a patch for this exemption, and potentially run the necessary maintenance scripts

I'l do my best to provide the IP address ASAP, about an hour or so before the workshop. Unfortunately, the network admins are not willing to share it in public in advance as I was told. I'm sorry for any inconvenience caused.

I have discussed this request with @jaroslavmasek before he created it, and I'm available when the event will be going to start, so I should be able to create a patch&merge&deploy it and clean the throttles.

For the record, this request is only for cswiki, lifting for no other projects is required. Also, I've granted @jaroslavmasek an account creator flag@cswiki, as a backup solution.
