We need to push LFS files manually to get it to work until T212818: LFS objects are not mirroring from Github through Phab to Gerrit consistently is addressed.

I started some work here for describing how to build the wheels. This is part of the same deployment prep process so it should be included.

I followed the LFS commands and pushed 2 new objects to gerrit for editquality. It seems like articlequality and draftquality are both in sync.
