As was noted in T218442, PipelineBot doesn't actually vote on any label, it only leaves a comment.

The benefits of it voting would be two-fold:

1. PipelineBot messages are more obvious in Gerrit
2. We could hide the voting in the wikibugs feed

Also voting on a custom label may be useful for further building-out of the pipeline.
