But that isn't enough - the regex is in English, but to be global it has to be based on the log entries I think. See, eg, https://fr.wikipedia.org/w/index.php?title=Univers_cin%C3%A9matographique_Marvel&diff=161825332&oldid=161825321 - just moving it to global isn't enough to catch that.

We're filtering solely on revisions, so we need to go by edit summary. You're right this assumes English. The same is true with Generic rollback, Undo, etc., which we have under global as well, though those do have tags. We probably should create an English-only list, and move admin actions there, along with the regex for Generic rollback and Undo.
