Add "help" link to redirect-related special pages

Description

Special:BrokenRedirects, Special:DoubleRedirects, and Special:ListRedirects are all missing "help" links, and they should each have a link to https://www.mediawiki.org/wiki/Help:Redirects. This may require adding support for help links to QueryPage special pages, since I haven't seen any queries with help links
