Add throttle exception for Wikimania hackathon 2019

Description

Throttle exception as all users who use the venue wi-fi will share same IP address. I can share the IP privately via paste feature, but I might need a username of someone who is supposed to see it and who can implement this exception.

@Petrb There's no need in sharing the IP in a private way, at the end, it'll still be public. Two ways how to get this done:

  • upload a patch against operations/mediawiki-config, file wmf-config/throttle.php (should be self-explanatory) and ping me to deploy it
  • make the IP available to me somehow (in this case, I'll need datetimes as well - whole Wikimania?)

yes at the end it will be public, but if we publish it closer to the end instead of now we give potential attackers significantly less time to prepare or conduct an attack

[offtopic] IP addresses owned by University of Stockholm are in WhoIS, and it's quite easy to get the list of addresses to use. Keeping public IP addresses private should IMO be never a requirement for security.

Due to the amount of secrecy, wasn't done AFAICS. Closing as invalid then!
