Site: eqiad/codfw 2 VMs each for pool counters

Description

I'm planning to migrate the pool counters to Buster (they need a reboot for MDS and rebooting them is pesky, so might just as well piggyback the upgrade to Buster given that we also want to get rid of jessie :-)

Site/Location: eqiad and codfw
Number of systems: 2 each (but this is mostly temporary, after the new machines are live, the old jessie pool counter VMs will be scrapped)
Service: poolcounter
Networking Requirements: internal
Processor Requirements: 2 (current specs for exisiting pool counters)
Memory: 2G (current specs for exisiting pool counters)
Disks:20G (current specs for exisiting pool counters)
Other Requirements: None
