Description

Steps to reproduce:

Edit a template, say Template:X1, with the 2017 Wikitext editor. The button for editing TemplateData appears at the top.
Exit the editor by clicking "Read" or "Template" at the top. The "Manage TemplateData" button remains. Clicking it shows the dialog for editing TemplateData but applying changes does not do anything.
