Growth: help users understand where to find responses (mobile)

Description

In T220146, we use GuidedTours to show users where they can look for responses after they ask questions from the help panel, mentorship module, and help module. GuidedTour doesn't exist for mobile, and so we need a separate design for that platform.

There may be inspiration in T224883, which uses banners to notify users about their homepage, as a substitute for the desktop version's GuidedTours (T222852).

We may want to re-consider this seeing as there's already a lot of pop-ups happening for the newcomer

The related desktop task T220146 is based on the hypothesis/concern that people are not viewing help panel answers because they don't know where to look for a notification when it is answered. However, there doesn't appear to be any data concretely pointing to this as the reason versus other likely reasons (newcomers lose interest because they didn't get an immediate response so never bothered to check for the answer later, they found the answer elsewhere, etc).

I suggest we see if having the GuidedTour on Desktop helps improve rate at which newcomers open the help panel responses first before adding anything to mobile.
