Partitioning Scheme: ms-be

This is part of the Q1 expansion for swift. There's also 3x ms-be hosts in eqiad only we're going to refresh also in Q1 let me know if I should file a separate task for that or we can add those here.

@fgiunchedi,

Please note I've created two sub-tasks in the private space for quotation and ordering. I'll need you to fill out the task description for each with the need by and racking info (any other ms-be hosts they can share with, or should they attempt to avoid all of them in their racks locations?)
