Currently on the new MLEB test instance, new translator registration fails without createaccount right. This should not be necessary and I'm able to register translators via the TwnMainPage on my local.
TranslateSandbox::allowAccountCreation hook should add the necessary rights while processing the registration requests.

This has been fixed along with {T228025: Translate sandbox signup is broken}. Tested on the MLEB instance, and the createaccount permission is no longer needed.
