Description

As a WWT user, I want to be able to view instructions without any links blocked, so that I can see all options available on a page.

Acceptance Criteria:
• Determine new "blue bar" presentation of WWT that does not block any links
• Develop a new plan/mockup of "blue bar" presentation to share with the Community Tech team

Blue bar to show up under the top tabs and should be sticky.
