With the current way of showing a banner on-wiki for testing (saved and unsaved preview) purposes, we miss some JS issues that exist when the banner is actually displayed to a user as part of a campaign. We could improve this by running more CentralNotice JS for testing banner display, such that the in-banner JS runs in an environment more similar to production.
