Description

Motivation
WikibaseImport extension is under a user owner. Since it is bundled within our Wikibase docker images, and we often need to fix bugs or add features to it, it will make it much easier to move/fork it under the Wikidata org so that more people have rights to merge pull requests on it.

Notes

Katie, the current owner of the repository was an employe of WMDE at the time of writing that library.
Katies repo has a licence, but ours currently does not
We should make katies repo point to our fork
@Addshore can merge PRs on Katies repo
We should migrate any PRs over from Katies repo
We could setup CI to decline PRs and point them to the forked repo?!

Instead of forking, you can ask Katie to transfer it https://help.github.com/en/articles/transferring-a-repository

Yeah let's move it if possible.
And let's please not move it to the WMDE org as discussed but the Wikidata org.

This is out of campsite domain (no dev work is needed) and only communication work is needed.

@Lydia_Pintscher and @alaa_wmde will do this under Wikidata

WikibaseImport is no longer compatible with the latest wikibase/data-model, and pull requests to fix it (https://github.com/filbertkm/WikibaseImport/pull/45) are not processed, so it's becoming more pressing to get the repo moved. @Lydia_Pintscher , do you know if someone has reached out to Katie already to clarify license?

Update: I then found the fork at https://github.com/Wikidata/WikibaseImport/ , which has been updated, but still has no license info.
