Once rETRA10bb7f328a72: Cleanups for extension registration work is deployed (wmf.14 => July 18, 2019) and confirmed working, update https://gerrit.wikimedia.org/g/operations/mediawiki-config/+/4763234a72833903bc1bc80a68ebff04202d4b46/wmf-config/CommonSettings.php#2710 to use wfLoadExtension
