Description

Tweet links on the uploads page are broken due to containing extra characters.

Steps to Reproduce:

Go to https://tools.wmflabs.org/twitter-to-commons/uploads
Click on any Tweet Link

Actual Results:
The link has extra %7B%7D and %7D, e.g. https://twitter.com/ipr_odisha/status/%7B%7D1149697272344563714%7D, which leads to a 404.

Expected Results:
The link does not have the extra characters, e.g. https://twitter.com/ipr_odisha/status/1149697272344563714.
