Messages sent to article talk page should be in same section

Description

As a Page Triage user, I want messages (sent to Talk pages) to be displayed in the same section/have a section created, so that the message content is easily identifiable.

Acceptance Criteria:

  • When a message is sent to an article Talk page from Page Triage, the message gets added to the same section (Section heading: Feedback from New Page review process), if the section already exists. Otherwise, a new section is created on the Talk page.

I see this as having multiple parts:

  • Parsing the talk page to see if the section already exists
    • If it does, figure out what section number it is, so that it can be edited directly via the api
    • Otherwise, use section = new
  • Make the edit, either by appending the comments to the old notes or adding a new section
    • Should different reviewer's notes be separated?

We have decided to not take on this work, and we have wrapped up the NPP project. For this reason, I'm removing the Community Tech tag from this ticket.
