Currently, at https://www.wikidata.org/wiki/Q21487967, the heading for the list of Wikipedia pages is shown as ⧼wikibase-sitelinks-wikipedia⧽ without any uselang modification. This is the same as the message when uselang=qqx, but without that it should be parsed like other messages. Confirmed when safemode=1 (not caused by on-wiki scripting) The same issue affects the monolingual text field.

I don’t see the error. Which language do you use? (It looks like English in the screenshot, but perhaps it’s British or Canadian English or something.)
This also looks a lot like T227814: [Regression wmf.13] Wikidata localisation is broken – if it’s the same problem, a purge should fix it. (Perhaps that’s why I can’t reproduce it?)
My language is plain default English. The error is that "wikibase-sitelinks-wikipedia" is shown instead of the actual contents of the message ("Wikipedia")
I’m also looking at it in English and still don’t see the error. I’ve purged the page now – can you do the same (even though it shouldn’t make a difference) and check if you still see the error?
Well, sure, but it was fixed last week already, there were just some broken pages remaining in the cache. (And I think purging all pages pre-emptively, to ensure they’re fixed, would be too expensive.)
