Welcome survey: export all free text responses

Description

Now that we turned off free text responses for the welcome survey in T226039, we need to export the free text responses so they can be translated and evaluated by our ambassadors. We should export the free text responses to both Question 1 ("Why did you create your account today?" and to Question 3 (topics of interest). We should export all Czech and Korean responses since the beginning of the welcome survey.

Thanks, @nettrom_WMF. The appropriate data is now with ambassadors. This will stay in my column for a few weeks as the ambassadors sort through the data.
