The idea is to periodically (quarterly? TBD) review alerts that fired during last period and evaluate several criterias, e.g. how often they have been actionable? was the alert easy to understand? was the alert relevant? was it timely? The output of the review will be changes to the alert directly to improve the criteria and/or indication to the alert/service owner on how the alert is lacking and could be improved.
