Description

In T222852, we specify two different popups that users can get to either (a) inform them how to get to their homepage or (b) show them how to return to their homepage once they're there. The business rules as written make it so that all users, regardless of what they do after account creation, will see one of the popups. We want to continue to use those same rules, but add the rule that after a user sees one of the two popups, they will not see the other one, no matter their homepage visitation activity.
