Apply relevant mobile VE toolbar design changes to mobile wikitext toolbar

This task is about making sure there is consistency between the two mobile editing toolbars (wikitext and VE).

"Consistency"

"Consistency" in this context means:

  • The editor interface switching icon is the same in wikitext as it is in VE
  • The button to advance towards preview/publish is the same in wikitext as it is in VE
  • The button to go back from preview/publish is the same in wikitext as it is in VE
  • The button to publish is the same in wikitext as it is in VE
  • The button to exit/close the editor is the same in wikitext as it is in VE

On 24-September, we decided we are going to work on this as part of our work to wrap up this phase of work on the mobile VE toolbar.

In this same conversation, @DLynch and @Esanders pointed out that a part of this work will need to include making sure the code for VE messages be pulled into core. A patch that makes this so is here: https://gerrit.wikimedia.org/r/#/c/mediawiki/core/+/527603/

Note, this task should be worked on after the design tweaks in T231815 are finalized.
