When a user wants to create an article, offer to publish it as a draft

Description

You are a new user, trying to create an article. No matter how, you've managed to open an editor, and you are typing your article. You're not sure about what you do and there is only this big blue button "publish changes" that is not really understandable : what will happen next?

The idea would be to have the following options when clicking on that blue button:

  • publish as an article, that would lead to publishing the article (maybe after a warning for non auto-(confirmed users?)
  • save as a draft, that vous publish the article as in User:Name/Title_of_the_article

The latter would ideally:

  • create a link on User:Name/sandbox
  • add a banner at the top of the article with some advice about improving the article and how to have it published (example)

Hey @Trizek-WMF we are planning to put this in Revisit to consider for our work next year. However, if you feel we should work on this sooner, feel free to move this back to Needs Discussion and coordinate with me to discuss during standup.

I think it is not urgent, but it would be a must-have if we encourage people to try to create articles.

The Editing-team is moving this to the freezer as it doesn't really fall within scope
