libup: Add some form of monitoring or a status page

Description

I'd like to easily know from a single location:

  • When the last run of libup-run was
  • How many items are in the celery queue
  • If the ssh-agent has the key loaded

I'm OK with what's been added so far. We don't monitor the ssh-agent because I don't want the web server to have access to it at all.
