"Edit with form" action doesn't show

Description

When Extension:PageForms is enabled, and a page is associated with a form, there should be an action "Edit with form" next to "Edit", but there isn't.

This was bug with the Poncho skin, not the PageForms extension. I've fixed it now, sorry for the misleading tag and title.
