I'm afraid that we generally do not grant Cloud VPS projects for single user development use:
"Projects for use by single individuals raise a problem of fairness and inclusivity. The Cloud VPS environment is not large enough to provide dedicated resources for every Wikimedia technical contributor simply due to scale and cost of equipment."
So this request might get declined.

Is there any existing puppet testing project which you can add me to? It wasn't specified in https://wikitech.wikimedia.org/wiki/Puppet_coding#Cloud_VPS_testing

I am not aware of any Cloud VPS project that is currently dedicated to arbitrary Puppet testing. The deployment-prep ("beta cluster") project does see quite a bit of complex Puppet change testing as a side effect of being used for staging and testing changes prior to production deployment.
