Description

This task should serve as a tracking task for cases where we need to manually edit abuse filters in production. This can be sometimes done with Global Sysop rights (@Huji), or asking local sysops to do that, or with a new global abusefilter-manager group (rfc).

I originally thought we'd only have a small amount of subtasks, hence I didn't want to create a new column just for them. But now that the list is starting to grow, a column is probably better. I'm going to create it.
