Internationalize JavaScript messages

Description

With T222785, we have an i18n string used in JavaScript. We should add it into locales, and integrate with Translatewiki

I'll be converting the existing checkers into Validators as part of this task: T224025: Migrate existing projects to use the new Validator framework

@Urbanecm : Will you be adding validators for the JS code as part of this task? If not this can be resolved.
