Special:RecentChangesLinked seems to use UTC independent of user defined timezone.

The issue is not specific to Special:RecentChangesLinked - other transcluded Special pages (e.g. Special:RecentChanges) display the default timezone (the server time, UTC) instead of a user preferences.

I just tried to reproduce this bug, but I wasn't able to. The timestamps in Special:RecentChanges is the preffered one I've saved in settings.
Can you please tell an example of this bug ? (A screenshot would be great)
