Parser support for talk pages

Description

This is a tracking bug for a number of related proposals for wikitext changes that might aid talk page editing and tooling. These are all ideas at this time but not actual implementation choices or decisions. These phab tasks will let us experiment and collect feedback.

I don’t know if a new subtask is needed, but I think semantic HTML should be used.
According to WhatWG HTML specifications, <article> tag should be used for topics and for comments (instead of <dd>, fixing T6521).

Besides, some work on parsing seem to have been done for mobile app: T221148.
