i got a password reset to wikinews from 50.196.220.65 even though they are blocked

@Computer_Fizz Could you check if the IP was blocked after or before the reset email was sent ?

I also received an reset email from wikiversity but that was before the particular IP was blocked.

oh yeah, the email was sent at 9:03 and he was blocked at 9:05

although are you sure it works with centralauth cross wiki?
