Cleaner upload campaigns for WLM

Description

With SDC being activated the Upload Campaigns now contain extra fields. Considering that a large share of the participants are completely new to Wikimedia it was determined that having both the Caption and the Description field present will likely cause confusion.

See if the Description field can be disabled, if not then deactivate the Caption field.

This should be made the default in all the wlm campaigns but we should notify the national organisers in case any of them had adapted their instructions to take both fields into account.

I'll just add my reply to that one here too. This is completely true, but for most campaigns the description is filled in a different way. See for example https://commons.wikimedia.org/wiki/File:Gendringen_Anholtseweg_78_01_(1).jpg part of https://commons.wikimedia.org/wiki/Campaign:wlm-nl , here the description is " |description={{Rijksmonument|523699}}" based on the configuration on https://commons.wikimedia.org/w/index.php?title=Campaign:wlm-nl&action=edit . Also asking for a manual description is redundant to asking for the id and we should be able to disable that.

So captions can be deactivated by simply adding the following to the campaign config (as documented on mw:Extension:UploadWizard/Campaigns#Structured_Data_in_Campaigns)

as of now (and thus by the start of WLM 2019) there is no option to disable descriptions.

As per my original thoughts I'd say we add that snippet to every wlm-campaign but also e-mail all of the organisers (are they on a convenient list?) so that we can re-enable it in case any of them specifically wants it on. @JeanFred @Effeietsanders @Romaine your thoughts on that suggestion?

Actually we might also want to disable the "Add data" step if we want to really simplify the upload flow (by default this contains a field for depicts) . If so this is done using

Ah, I missed that part. So to conclude, I will implement it.

Well, I think that's a very bad idea to enable it but if the team of a country really wants it, I think they should let them try. In fact, it's maybe a good opportunity to test to see how the participants really reacts to SDoC.
