The category group review/moderation feature allows for particular groups to be set as category moderators. Currently, however, they are only able to respond to flags issued within that category. They should have full moderator functionality within that category, in particular the ability to merge and split conversations.

For what is worth, split and merge topics is something that any TL4 users can do.
One option could be to grant TL4 to category moderators, which might bring other collateral benefits too (wide recognition and possibility to help maintaining the entire forum). It brings potential risks of abuse too, but if we are trusting a user to be a moderator of a category I don't see why we couldn't trust them for TL4 features. If someone abuses them, they probably aren't a good category moderator either, and we could remove all special permissions.

Okay, I think this makes sense. We will just need to publicize when closed groups/categories are electing their own moderatorship that the selected moderator will be bumped to a TL4 in order to give them all necessary tools for effective moderation, so that those nominating and electing understand the implications.
